Granting third-party access within each state (N-Z)
We require that you grant BambooHR third-party access to your tax account on the E-Services website for each state in which you have active employees. This ensures the accuracy of your tax ID numbers, rates, and status. Please note that access can only be granted once a tax ID has been entered in BambooHR. You can find instructions on access for each applicable state below.
When setting up each state, you should only grant the requested access and ensure that notices continue being mailed to you, not BambooHR. If you receive a notice, you can forward that to BambooHR Support for research and resolution.
Nebraska - Unemployment Account
To easily service your account as a third-party payroll provider, we are requesting access to your Nebraska Unemployment account. Please complete the Power of Attorney (POA) and email it to [email protected].
Nevada - Unemployment Account
To give us access to your Nevada Unemployment tax account, please follow the steps demonstrated in this video.
- Log in to the Nevada Unemployment Employer Self-Service website.
- Click the More... tab.
- Under Access Management:
- Click Grant Third-Party Access.
- Click Next.
- Enter TPA Email:
- Choose Tax Access.
- File Returns and Make Payments
- Click Next.
- Review and click Submit.
- Click Okay.
- We will be notified to approve the third-party access to your Nevada Unemployment online tax account.

New Hampshire - Unemployment Account
In order to easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with New Hampshire Unemployment. Please complete the POA and email it to [email protected].
New Jersey - Withholding Account
At this time, we do not require Third-Party Access for New Jersey Withholding.
New Jersey - Unemployment Account
At this time, we do not require Third-Party Access for New Jersey Unemployment.
New Mexico - Withholding Account
To easily service your account as a third-party payroll provider, we are requesting access to your New Mexico Withholding account. Please follow the instructions below.
- Create an account with New Mexico Taxation & Revenue.
- Complete the ACD-31102 form.
- Forward the form as a PDF attachment to [email protected]. We will submit it on your behalf.
New Mexico - Unemployment Account
To file and pay timely on your behalf as a third-party payroll provider, we are required to have access to your New Mexico Unemployment account. Please follow the instructions below.
- Log in to New Mexico Unemployment
- Click on the Account Maintenance tab
- Click Third Party Administrator (TPA) Authorization
- Click the NEW box
- Enter the TPA ID 500001691 and click Next
- Enter the date 1/1/20** (current year)
- Add the following roles and click Save
- Employment & wage detail submission and update
- Payment update and submission
- Account Maintenance Update and Submit
New York - Withholding Account
To file and pay timely on your behalf as a third-party payroll provider, we are required to have access to your New York Withholding account. Please note: New York will add penalty and interest and will not waive any fees if we are unable to make Withholding payments timely.
Please follow the instructions below.
- Login to New York Withholding.
- Select the Tax Professional Summary under Business or Services in the upper left corner
- Click Add Tax Professional, and search by name.
- Enter ‘BAMBOOHR PAYROLL LLC’ and select Search.
- Click Yes for Authorization, DO NOT enter an end date. Select Agree, then click Save & Continue and you're done.
- Email [email protected] with confirmation that Access has been granted.
If you have any trouble with the steps above, here are a few other options to give us the needed access:
- Upload a prior quarter filing (NYS-45) to your Files in BambooHR. *Filing must have been within the last 12 months
- Upload a recent bill from NY Withholding to your Files in BambooHR.
- Share the 5-digit code NY provided when originally setting up your account to your Files in BambooHR.
- Call New York State (518-485-6654) for help in adding a Tax Professional to your account.
New York - Unemployment Account
To easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with New York Unemployment. Please complete the POA with a wet signature (electronic signatures are not accepted such as DocuSign or Adobe Acrobat Sign signatures) and email it to [email protected].
North Carolina - Withholding Account
To easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with North Carolina Withholding. Please complete the POA and remit to the agency contact information on the form.
Attention: Please be advised that this agency has very stringent pay frequency and reporting rules. Usually, the penalty and interest due to invalid pay frequencies in your company profile are not waived by the agency. If you have any questions, please contact the agency to confirm your pay deposit pay frequency and ensure this is up-to-date on your account in your company profile.
Please note:
- Semi-Weekly Pay Frequency will pay Semi-Weekly Pay Deposits.
- M15 Due YE 1-31 is the Monthly Pay Frequency.
- Quarterly Pay Frequency will pay Quarterly.
North Carolina - Unemployment Account
In order to easily service your account as a third-party payroll provider, we are requesting access to your North Carolina Unemployment account. Please follow the instructions below.
- Sign into your NC UI DES/NCSUITS portal.
- Select the Account Maintenance main menu item on the Agent Portal Home screen.
- Under Employer Account, select Agent Assignment.
- Click the Add Agent button.
- Enter our Agent ID: 000015503
- We will be listed as BambooHR Payroll LLC.
- Click on Authorization Type: Agent Authorization
- Assign the following roles only:
- Wage Report
- Payment
- Tax rate information
- Save.
Note: SOC are not required
North Dakota - Withholding Account
To easily service your account as a third-party payroll provider, we are requesting access to your North Dakota Withholding account. Please email the original notice with your Withholding ID information to [email protected]. We will need the Letter ID to complete the access request.
North Dakota - Unemployment Account
To easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with North Dakota Unemployment. Please complete the POA and email it to [email protected].
Ohio - Withholding Account
In order to easily service your account as a third-party payroll provider, we are requesting access to your Ohio Withholding account. Following the entry of the Ohio Withholding tax account number, BambooHR will submit a request to the agency for access within 30 days of account entry. You will receive an email from Ohio Business Gateway. When you receive the agency notification, please follow the steps to approve access:
- Create an account with the Ohio Department of Taxation.
- Note: We will request third-party access through the portal. The admin on file will receive an email to approve the request. Please follow the instructions below to approve access:
- Sign into your Ohio Gateway.
- Go to the Account Access Management Section by clicking on the Lock image.
- Click on the Account Access Requests Tab.
- We should be listed as BambooHR Payroll LLC.
- Click on the green check to approve access.
Email [email protected] once access has been provided.
Ohio - Unemployment Account
To easily service your account as a third-party payroll provider, we are requesting access to your Ohio Unemployment account. Please follow the instructions below.
- Log into your account at Ohio Unemployment.
- Click on Account Maintenance
- Click Agent Assignment
- Follow the instructions on each page and when prompted enter the agent information:
- TPA number (and wage remitter ID): 6000009245
- Name: BambooHR Payroll LLC
- Assign the following roles:
- Wage Submission (Original and Amended)
- Payment Submission
- Tax Rates
Oklahoma - Unemployment Account
To file and pay timely on your behalf as a third-party payroll provider, we are required to have access to your Oklahoma Unemployment account. Please follow the instructions below.
- Create an 'employer account' on the Oklahoma Unemployment portal
- Select the Manage TPA Relationships link on the left
- Type in our FEIN, 83-0890649, in the TPA search box. Our Company Name is BambooHR
- Click Grant Access
- Email [email protected] to notify us of the access.
Oregon - Unemployment Account
Please note the agency has updated the website. You may go to Frances Online for more information. If you have already registered for Oregon Withholding you do not need to register for Oregon Unemployment.
Oregon - Withholding Account
Please note the agency has updated the website. You may go to Frances Online for more information. If you have already registered for Oregon Unemployment you do not need to register for Oregon Withholding.
Pennsylvania - Withholding Account
To easily service your account as a third-party payroll provider, we are requesting access to your Pennsylvania Withholding account. Please email [email protected] with one of the four items listed below to grant TPA access to your Withholding account in myPath.
- Letter ID - provide the letter ID from correspondence received from DOR. The ID consists of an "L" followed by a 10-digit number and can be found in the top right corner of the letter.
- Online Business Registration Confirmation - the confirmation number from your Online Business Registration.
- Payment Amount - one of the last 5 payment amounts that have been made for the Employer Withholding Tax (W-3) account.
- Return Line Item - Total PA Withholding Tax (Line 2) amount from a recent Employer Withholding Tax (W-3) return.
Pennsylvania - Unemployment Account
To easily service your account as a third-party payroll provider, we are requesting access to your Pennsylvania Unemployment account. After registering for your Pennsylvania Unemployment tax ID, please follow the instructions below.
- Log in to Pennsylvania Unemployment to create an online account
- Click on Employer Profile then Manage Representatives.
- Choose Add New Representative. Our ‘Representative Identifier’ is 1804952821, enter the current date.
- Select Filing Quarterly Reports & Adjustments and click OK.
- Repeat that last step by selecting Contribution Rate Information
- Repeat one more time by selecting Delinquencies and Account Discrepancies
Pennsylvania Locals
Berkheimer Tax Bureau - EIT & LST
BambooHR Payroll LLC files and pays Berkheimer Pennsylvania Local Taxes for EIT and LST online at Berkheimer HAB Tax Website with your company’s tax ID. Each jurisdiction has a HAB ID which is used to file with your PSD Code for the respective taxing jurisdiction. Both your HAB Tax ID and PSD Code will be included on your tax return for filing and payment. Your company can register and obtain your tax ID by calling the following number:
- For Earned Income Tax, call 866-701-7206 for your 7 Digit HAB Tax Identification Number
- For Local Service Tax, call 610-599-3142 for your 7 Digit HAB Tax Identification Number
Once complete, please let us know so we can confirm your tax ID in the Berkheimer system is active and ensure timely Quarterly filings and payments. Thank you for your assistance.
Berks Tax Bureau - EIT & LST
BambooHR Payroll LLC files and pays Berks Pennsylvania Local Taxes for EIT and LST online at Berks Tax Bureau Website with your company’s tax ID. Your company can register and obtain your tax ID by calling (610) 372-8439. Starting January 2021, the Federal Employer Identification Number has been used for tax identification.
For BambooHR Payroll to file and pay online, please email us your tax registration information to confirm your account information is up-to-date in our system. Afterward, we will add your tax information to our Bulk Filer account to ensure the timely processing and payment of online quarterly taxes.
Blair County Tax Bureau - EIT & LST
BambooHR Payroll LLC files and pays Berks Pennsylvania Local Taxes for EIT and LST online at Blair County Tax Collection with your company’s tax ID. Your company can register and obtain your tax ID by calling (814) 317-5335 or emailing [email protected].
For BambooHR Payroll to file and pay online, please email us your tax registration information to confirm your account information is up-to-date in our system. Afterward, we will add your tax information to our Bulk Filer account to ensure the timely processing and payment of online quarterly taxes.
Capital Collection Tax Bureau - EIT & LST
BambooHR Payroll LLC files and pays Berks Pennsylvania Local Taxes for EIT and LST online at Capital Collection Tax Bureau with your company’s tax ID. Your company is able to register and obtain your tax ID by calling (717) 957-7281 or emailing [email protected].
BambooHR Payroll LLC D/B/A TRAXPayroll is filing and paying for the Capital Tax Collection Bureau requirements. To ensure the timely processing of your company's taxes, please create a free online employer account at the Capital Tax Collection Bureau. After creating your account, please log in and navigate to the Third Party tab and click connect your account to “BambooHRPayrollLLC”. Cumberland County Tax Bureau - EIT & LST
TRAXPayroll files and pays Cumberland Pennsylvania Local Taxes online per the Cumberland County Tax Bureau requirements. To ensure the timely processing of your company's taxes, please create a free online employer account at the Cumberland Tax Bureau Website or by calling (717) 590-7997 for further information.
After creating your account, please log in and navigate to the Third Party tab and click connect your account to “TRAXPayroll”. Please let us know when this has been completed by emailing [email protected]. Thank you for your assistance!
Keystone Collection Group Tax Collector
BambooHR Payroll LLC files and pays Keystone Collection Group for Pennsylvania Local Taxes for EIT and LST online at Keystone Group Tax Collector Website with your company’s tax ID. Your company can register and obtain your tax ID by calling (724) 978-0300, Option 9.
BambooHR Payroll files and pays Keystone Pennsylvania Local Tax Types online with your Federal Employer Identification Number. Please let us know when you register and add a Keystone Tax Account for us to add your account to our Bulk Filer Account to file and pay your Quarterly Returns timely.
Lancaster Tax Collection
BambooHR Payroll LLC files and pays Lancaster Tax Collection for Pennsylvania Local Taxes for EIT and LST online at Lancaster Tax Collection with your company’s tax ID. Your company can register and obtain your tax ID by calling (717) 569-4521.
BambooHR Payroll files and pays online Lancaster Pennsylvania Local Tax Types with your Federal Employer Identification Number. Please let us know when you register and add a Lancaster Tax Account for us to add your account to our Bulk Filer Account to file and pay your Quarterly Returns timely.
York Adams Tax Bureau
BambooHR Payroll LLC files and pays York Adams Tax Collection for Pennsylvania Local Taxes for EIT and LST online at York Adams Tax Bureau with your company’s tax ID. Your company can register and obtain your tax id by calling (717)-845-1584.
For BambooHR Payroll to file and pay online, please email us your tax registration information to confirm your account information is up-to-date in our system. Afterward, we will add your tax information to our Bulk Filer account to ensure the timely processing and payment of online quarterly taxes.
City of Philadelphia
To easily service your account as a third-party payroll provider, we are requesting access to your City of Philadelphia account. We will request access and the admin on file will receive a notification to accept the request. Please follow the instructions below.
- Login to PA Tax Services
- Click the Action Center option to accept our access request. You will see it as Ksenia Thomason.
- Email [email protected] once access has been complete.
Puerto Rico - Withholding Account
To file and pay timely on your behalf as a third-party payroll provider, we are required to have access to your Puerto Rico Withholding account.
Please follow the instructions below to provide access through the Puerto Rico SURI site:
- Log in to your SURI account
- Select More
- Select Grant Access to Your Account in the Access section.
- Enter Username: BambooHRLLC and email address: [email protected]
- Select Next
- Under What relationship does the username have to this taxpayer, select It is my representative
- Account: Wages Withholding
- Access Level: File & Pay
- Select Submit
- Send an email to [email protected] confirming access has been granted.
Puerto Rico - Unemployment Account
To file and pay timely on your behalf as a third-party payroll provider, we are required to have access to your Puerto Rico Unemployment account. Please email your username and password to [email protected].
Rhode Island - Withholding Account
To easily service your account as a third-party payroll provider, we are requesting access to your Rhode Island account. Please follow the instructions below.
- Log in to your RI DOR Web Portal account.
- Select Manage Authorized Users under "Profile Information" from the main menu.
- Select the Add New Authorized User button and enter the User ID: BambooHR.
- Select Next.
- Enter the delegation effective start date, the beginning of the quarter in which BambooHR begins to file on your behalf. Leave the end date blank.
- Select the Taxpayer Functions button to delegate taxpayer functions for BambooHR.
- Select the Assign box for each function you want to delegate.
- Make a Bill Payment
- Select the OK Button.
- Select the Tax Type Authorizations button to delegate authorized tax types.
- Select the Assign box and enter a start date for the Withholding Tax Type. Leave the end date field blank.
- Select the Tax Type Functions button to delegate functions for the Withholding Tax Type. BambooHR will need both:
- File Forms
- Make Payments
- Select Ok.
- Select the SAVE button.
South Carolina - Unemployment Account
To easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with South Carolina Unemployment. Please complete the POA and email it to [email protected].
South Carolina - Withholding Account
At this time, we do not require Third-Party Access for South Carolina Withholding.
South Dakota - Unemployment Account
In order to easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with South Dakota Unemployment. Please complete the POA and email it to [email protected].
Tennessee - Unemployment Account
In order to easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with Tennessee Unemployment. Please complete the POA and email it to [email protected].
Texas - Unemployment Account
To fully service your Texas Unemployment account as a third-party payroll provider, we must obtain approval for access. Following the entry of the Texas unemployment tax account number, BambooHR will submit a request to the agency for access, and you will receive an email from the Texas Workforce Commission. When you receive the agency notification, please follow the steps to approve access:
- Log into the Texas Unemployment portal, TWC.
- Select the User Admin tab.
- Select Applicant List.
- View the applicant's profile and approve the request.
- Choose the following access roles:
- Manage wage reports
- Make payments
- View payments
For your account, we also require a Written Authorization Form C-42, also known as a Power of Attorney form. Please use the following steps for submitting the Written Authorization form C-42:
- Login to Unemployment Tax Services.
- Select the Account Info tab.
- Select Third Party Authorization from the Quick Links menu.

Tips for Submitting a Written Authorization
Review and verify the following information. Use this form to authorize an individual or service company to represent an employer in all matters before the Texas Workforce Commission (TWC).
- Any business or employer wanting to grant an individual or service company the authority to represent them before TWC can use this form.
- The written authorization must be signed by the following:
- Individual, if the Grantor is a sole proprietor
- Owner or an officer of an organization or a partner of a partnership
- Fiduciary or trustee for a trust or estate
- Complete the required certification checkbox.
- Select your Grantor Work Title, as you may not complete the form if you are not an owner, partner, or officer.
- Complete the required information fields.
- Select the Grant Written Authorization button.
- DocuSign process:
- Review all account and user information (i.e., Employer Name, FEIN, business type, mailing address & phone number) and update via the relevant Quick Links on the Account Info tab before completing Form C-42.
- Review Electronic Records and Signature Disclosure agreement.
- Select Continue.
- Use the DocuSign feature to sign the form.
- Print the completed form for your records, if desired.
- Select the Finish button upon completion.
- A copy of the completed form will be sent to the email associated with the Grantor's account.
- A copy of the completed form will also be available for reference via the eCorres tab.
Email [email protected] once the POA has been completed.
Utah - Withholding
To easily service your account as a third-party payroll provider, we are requesting access to your Utah Withholding account. Please email the TAP Access Pin Utah provides upon registration or the Utah tax amount from a previously filed TC-941E to [email protected]. You may contact 801-297-6358 if you need assistance obtaining your PIN.
Utah - Unemployment
Third-party access for Utah Unemployment is obtained with an account number.
Vermont - Withholding Account
To easily service your account as a third-party payroll provider, we are requesting access to your Vermont Withholding account. Please follow the instructions below.
- Log in to the Vermont Withholding portal
- Navigate to the I want to heading on the home screen, and click Grant Accountant or Third Party Access.
- Enter BHRPayroll in the Third Party Username field and verify it has been updated
- Select each account you wish to grant access to and click Next
- Enter the range of tax years of your preference
- Choose the following roles in the Access Level field:
- View
- File & Pay
- View & File
- Select the confirmation checkbox and submit
- Email [email protected] once access has been provided.
Virginia - Withholding Account
To easily service your account as a third-party payroll provider, we are requesting access to your Virginia Withholding account. Please follow the instructions below.
- Log into the Virginia Withholding Portal (TAX). If your WH and UI are linked, please note that you must log in using the respective credential associated with each account.
- Go to Manage Accounts and select Tax Preparer Maintenance and assign Tax Preparer.
- Our Unique Identifier is: traxpayroll
- Assign the Master status
- Email [email protected] once this has been completed.

Virginia - Unemployment Account
To easily service your account as a third-party payroll provider, we are requesting access to your Virginia Unemployment account. Please follow the instructions below.
- Log into the Virginia Unemployment Portal (TAX). If your WH and UI are linked, please note that you must log in using the respective credential associated with each account.
- Go to Manage Accounts and select Tax Preparer Maintenance. Assign Tax Preparer.
- Our Unique Identifier is: traxpayroll
- *It is common to not see the third-party access options for the UI/VEC account. If this occurs, please contact the agency at 804- 786-7159 or email [email protected] for assistance.
- Assign Master status if available
- Email [email protected] once this has been completed.
Washington - Workers' Compensation (L&I)
In order to service your account as a third-party payroll provider, the agency requires a Power of Attorney (POA) on file with Washington Worker’s Compensation (L&I). Please complete the POA and email it to [email protected] for processing.
Washington - Paid Family and Medical Leave
In order to service your account as a third-party payroll provider, the agency requires a Power of Attorney (POA) on file with Washington Paid Family and Medical Leave (PFML). Please complete the POA and email it to [email protected] for processing.
West Virginia - Withholding Account
To further research this notice, we will need TPA access to your online account. Register for an online account for Withholding at MyTaxes WV.
To approve third-party access, log on to your MyTaxes WV account.
From the Home Screen:
- Select the Manage My Profile link
- Select More…
- In the Third Party Access section, select the Grant Third Party Access link
- Enter the following third-party information
- Third Party Login – BambooHRLLC
- Third Party Email –[email protected]
- Click Next to continue
- Review and verify the Third Party information by selecting the This is the correct 3rd Party link
- Select the accounts to grant access by selecting the account name link
- Select the access level for each account
- File & Pay – Allow third party to file returns and submit payments on your behalf
- Click Submit
- Enter the password to complete
- Email [email protected] once this has been completed
Wisconsin - Withholding Account
In order to easily service your account as a third-party payroll provider, we need a Power of Attorney (POA) on file with Wisconsin Withholding. Please complete the POA and email it to [email protected].
Wisconsin - Unemployment Account
At this time, we do not require Third-Party Access for Wisconsin Unemployment.
Wyoming - Unemployment Account
To file and pay timely on your behalf as a third-party payroll provider, we are required to have access to your Wyoming Unemployment account. Please follow the instructions below.
- Log - into Wyoming Unemployment
- Click on Account Maintenance → Employer Account Maintenance → Add or Remove Third Party/CDS Vendor Association
- Select Third Party then click Next
- Choose the following Address Types: Tax Mailing Address, Claim Mailing Address, Both, and Information only
- Search for the Third Party name: BambooHR Payroll LLC then click the Search button
- Select the appropriate Third Party.
- To verify the Address Type, select BambooHR Payroll LLC, enter the Association Start Date then click Submit.
- A request is sent to the state of WY UI for approval.
- Please complete the Power of Attorney form and remit to the agency the contact information on the form.
